It's relatively small, relatively young, but it's growing. Rolling Hills Estates was created in 1957 when it was incorporated as the 60th municipality in Los Angeles County. Between the 2000 and 2010 census reports, the population grew from 7,676 to 8,067. And that's okay with those who live in this somewhat bucolic town. They want to keep it that way -- home to residences and lot of horse paths. Rolling hills, white fences bridle trails and open spaces is what they get off on.

Fortunately, among that limited population, there are some mobile notaries who stand ready to provide all the services you might expect from a much larger community. They know all there is to know about important documents that require notarization to be legal. Even such items as papers circulating around court issues. That notary's seal lets the court know this document has been witnessed and received the attesting seal.

With all that attention to horsemanship, you might guess that this is the home to Jim Moore's Cowboy Camp. The focus is on western horsemanship, and members hone skills that begin with proper tacking and move on through the basics to the care and protection of horses. Destination and overnight rides in Sequoia National Forest are for the prepared. Or visit the local wineries on horseback. It's all part of the Rolling HIlls Estates aura.

If you didn't know where it was, you might walk right past on of the town's most unique attractions. Under the ground is a $53 million mansion. When local laws make buildings exceeding one story illegal, going underground is the logical solution. The Hacienda De La Paz House has five magnificent levels, all underground. Its 50,000 square feet of space features a labyrinth of passageways, two eelevators and secret stairways. The tennis court is built to U.S. Open standards. The outdoor court rises to French standards. There is a Moroccan-style Turkish bath, a chapel, an English library, nine bedrooms and 25 bathrooms. All this is room to ramble well out of the sight of passers-by.

It took 17 years to build the Hacienda. It was the dream-scheme of John Z. Blazevich, who heads a shrimp importing enterprise. He spared no expense on the building. It is splendid with neoclassical details, stunning murals and a ballroom that accommodates 350. The grounds match, with manicured lawns and marble fountains, gardens and orchards that produce 24 varieties of fruits and nuts. A six-car garage and enormous motor court plaza assure accommodations for all.

But in case you are overwhelmed by all that splendor, there are 30 neighborhoods in Rolling Hills Estates, each with it own style and architecture and a Homeowners' Association to represent its interests before the City Council. You could spend some time visiting each of the neighborhoods and if you make a call and arrange to meet with one of the local traveling notaries to take care of authenticating your new will, for instance, you'll have that much more time to give to the pleasant overview.
